Boulder Town Park Committee Meeting Notes – April 4, 2007

In Attendance: Committee Members: Scott Brodie, Tom Jerome, Mark Nelson, Shelly Ripplinger and Peg Smith. Landscape design team liaison: Tim Clarke.

A brief meeting of the Town Park Committee was held to discuss plans for the area around the Boulder Town Hall and adjacent to the Post Office. The committee walked over the areas discussed to assess the project.
Current Business:
Tim Clarke presented a 2 phase design for (I) the area to the north of the post office and (II) a sprinkler system, a new lawn, some plantings and a more accessible entrance to the Boulder Town Hall.

Link to Concept Plan

The committee has previously discussed the need for a community meeting area next to the post office (which is already a de facto gathering place for local residents). Improved access to an open area with seating would allow residents to move out of the street for greeting, sharing news, etc. It is also obvious that the announcement boards are no longer adequate and need to be replaced.

Mr. Clarke’s Phase I plan provides for a level area adjacent and north of the Post Office with seating and a rock embankment, new town information boards that are moved back from the street parking area, and removing part of the fence to provide for easier access to the board and seating area.

The Phase II plan is for installing a timed sprinkler system, new grass, improved access and some areas for flower plantings in front of the Town Hall.

An additional area of improvement at the southwest of the Firehouse and adjacent to the irrigation ditch was discussed. A desire has been expressed by Robert and Naomi Brems to proceed with landscaping this area. The plan would include a sitting area. Of concern is the safety aspect of the irrigation ditch with an open culvert. The committee wishes to proceed with this project and discussed the possibility of using metal grating at the culvert entrance, landscaping and a warning sign to protect against possible problems.

The Committee’s recommendations will be presented to the Town Council at the meeting of 4-5-07. If the Council approves the Phase I project will proceed.
