LANDSCAPE ARCHITECTURAL DESIGN FOR BOULDER TOWN PARK AND GROUNDS

Project Location

The project location comprises two parcels adjoining ‘C’ Street off Highway 12; the Town Park site is a 9-acre parcel to the south, and the Town Grounds site is a 3.8-acre parcel to the north. A location plan is attached.

Current Design / Construction

The first phase of design and construction is under way, as described below, and construction will commence in Spring 2006.

• Site Analysis for both parcels.
• Topo Survey and Conceptual Masterplan for the whole Park site.
• Master Plan for the whole Park site (except for the lower 1.5 acres which was recently added to the project).
• Contract documents for the UDOT-funded first phase construction at the north end of the Park site, comprising restrooms, parking lot, pathways, lighting, and landscaping.

Overall Design Concept

As described in the current master plan, the concept for each site is as follows:

1. The Town Park site is to be maintained as a natural, green field character with a water course and small ponds providing a visual connection with the wetland and pond at the Boulder Mountain Lodge to the south, with views out to the Burr Trail and Fifty Mile Mountain (Kaiparowits Plateau), with mown and native grasses and bird habitat, and with interpretive trails with bridges over the watercourse. Elements currently included in the master plan adjoining the first phase construction include an amphitheater and stage, ramada, upgrading of the brick telephone building on the north-west corner, children’s play area based on heritage themes, and fencing appropriate to Town character.

2. A bike and footpath trail is planned along the Park’s west boundary with Highway 12 which will meander in and out of the Park site. A grant is currently being sought for the construction of this trail.

3. The Town Grounds site currently includes the Town Hall / Library, children’s play equipment, fire pit, and basketball court (also used as dance floor for 4th July celebrations). Together with the Town Hall building, the Post Office and Firehouse on the southern boundary make this site a focal point for town people.
The recently landscaped pocket park on the south-east corner provides a pedestrian link to the Park site via a footbridge to the south of ‘C’ Street. Unlike the Park site, the Town Grounds are envisioned as the location for more structured activities and sports, such as a ball field on the open site at the north end. The Site Analysis also proposed a new Town Hall site south of the existing building, although this is open to discussion.

4. A list of possible facilities for both sites is attached. Further discussion with the Park Committee and public will be necessary to fine tune the list for this design project.

Design Stages

The successful bidder will be required to submit design proposals in stages, as outlined below, or more at the discretion of the landscape designer.

Stage 1: Site Analysis, Opportunities and Constraints

Using information gathered in the previous phase, the designer will compile data regarding all aspects of the two sites, including planning and legal issues, grades, existing vegetation, access, adjoining properties, views, climatic factors, soils, underground services, etc. This information will be interpreted to maximize the opportunities, and mitigate the constraints. Specific activities proposed for each site will be defined in terms of size and specific requirements, and their compatibility (or otherwise) with other activities.

Stage 2 : Conceptual Masterplan

This will take account of public comment and Town requirements from the presentation meeting, and Park Committee comments. This first design plan will show all the elements of the scheme at their proposed size and location, including circulation pathways, plant groupings with massing of trees, etc, hard surfaces with material descriptions, water elements, and other information to describe the overall character and content of the design, together with general cost implications.

Stage 3 : Design Development - Final Master Plan

This plan will incorporate revisions required following the presentation meeting, and lead to the final overall plan for the two sites.

Stage 4 : Working Drawings and Bid Documents

This stage comprises plans, specifications and estimates fully defining the project, so that it can be put out for bidding and construction. During the design stages, it will become clear if the construction will need to be broken out in various phases subject to availability of funding. The designer may be required to provide bid packages to allow for phased construction.

Notes:
1. The required format of the bid package will be dependent on the funding source(s) for construction of the project. For example, UDOT funding would require CAD format and all procedures that they mandate.
2. Any necessary engineering drawings, specifications or calculations shall be included in the overall bid.
3. The scope of work may include limited design input beyond the boundaries of the Town Park and Grounds to tie in with existing infrastructure, for example, connecting into pathways around the Boulder Mountain Lodge to the south of the Town Park site.
