General Plan Discussion
Boulder Town Planning Commission, Public Hearing
April 27, 2006, 8:00 p.m.
Commissioners present: Elaine Roundy, Eric Feiler, Connie Reid. Mike Nelson and Brian Dick were absent. Also present were secretary, Peg Smith; and Planning Coordinator, Curtis Oberhansly.
Others attending: Don Montoya, Tim Clarke, Sergio Femenias, Eric Scott and Cynthia Low.
Eric brought the meeting to order at 8:10 p.m. He asked for any comments or additions to the March 23 minutes. Peg requested a self-correction to include her comment about Boulder Town developing an annexation plan. Eric asked for a motion to approve the March 23 minutes as corrected. Connie made the motion, Elaine seconded, and all approved the March 23 minutes.
General Plan Discussion: Chapter 10 (Transportation)
10.5--Traffic Flow Problem Areas.
1. Change "Hall's Store" to "Boulder Exchange."
2. Add another list item: the town dump road turning onto Highway 12 is a blind corner.
3. #2 regarding Hills and Hollows continues to be dangerous, according to Eric Scott, especially with cars making the turn into the western entrance. Speed limit is 40, but most are exceeding it.
4. #1--parking outside museum and Pole's Place. Elaine said the additional parking within the museum parking lot has helped, but Don said violations still occur.
5. #3 (Burr Trail and Highway 12) may need to be restated. The main problem is with cars leaving Burr Trail Grill directly onto the Burr Trail.
6. Suggestion to add an item #6 specifying Highway 12 pedestrian usage.
7. Suggestion to add an item #7 about potential for traffic control problem with trees being added under power lines.
10.6 --Item 1.1 Elaine talked to UDOT about road speeds to no effect. Tim suggested beefing up Policy 1.1 to emphasize the safety element.
Goal 2, Policy 2.1 Promote pedestrian trails--Tim suggested changing "pedestrian" to "non-motorized trails."
Goal 3, Parking facilities. For the General Plan to promote cottage industry, town ordinances need to better provide for parking, including redefinition of a conditional use and for special events. Eric S. is also planning to add a hitching post to his commercial establishment.
10-7 Circulation Plan---we don't have one. Don suggested highlighting that fact by changing its title to "Need for Circulation Plan"
Item 10-6--Tim- suggested adding a #1.4 to develop the school's walkway plan. (Require the school to furnish the town with a circulation plan.)
Chapter 11 Population
Need to update population numbers throughout this section. Also, refer to "Greater Metropolitan Boulder" and indicate number of residents in outlying areas, including Deer Creek. Sergio suggested identifying "Boulder area residents" by zipcode, which would catch everyone in the general vicinity.
11.2 Future Growth--Needs a goal statement and specific policy statements about how to handle Boulder's growth, incorporating some of the current issues of sub-division, land use, etc.
Chapter 12 Public Facilities and Services
Change last sentence of introductory paragraph--"additional infrastructure" ….and drop "onerous."
12-2--Town Government--change Planning Commission to "5" members. Add"web page" as source of public information. Add Appeal Authority as part of government. Change "part-time" to "voluntary"
12-3 Change "Escalante" to "Panguitch" as sheriff dispatch site. Change "Police Protection" to "Law Enforcement"
12-4 Rewrite fire protection section because of more equipment. Note ISO certification in 2006. Include town support of the FCAOG Fire Protection Plan
12-5 EMT section needs updating with new facts.
12-6 Education--Needs updating with new facts. Add paragraph about the Library
12-7 Recreation and Parks. Change paragraph 3 to reflect new park. Anasazi Park picnic tables are not available to the public, only for park patrons
12-8--Paragraph 1: rewrite with new info; add new paragraph that says "set guidelines with sub-divisions as to number of lots and proximity to main line, etc. including fire protection, etc.
12-9 Wastewater. Although the existing information is correct, Tim suggested adding reference to researching alternatives to a central sewage treatment system. Curtis suggested adding to the first paragraph a statement that all new septic systems should be subject to Ordinance 39a.
12-10 Solid Waste. Eric S suggested adding a sentence about to providing adequate numbers of green cans for trash. Also, add statement encouraging community collection point for reusable or recyclable material, such as cardboard.
12-11 Power, Telephone and Television. Add that Garkane got lease renewed for next 33 years (in 2006). Telephone system was upgraded to provide DSL during 2005-2006. And there are two public phones available at corner of Burr Trail and at Hills and Hollows Store.
12-12 Goals and Policies. Policy 1.1, second bullet item: add "safe disposal of batteries" Add an item 1.3 "participate with state and county public safety agencies.
Next meeting: Public Hearing on 46D, temporary use, and on alternative housing (yurts, etc.)
Elaine moved to adjourn the meeting, Connie seconded, and Eric adjourned the meeting at 9:33 p.m.
