Boulder Town Planning Commission
January 11, 2006, 7:00 p.m.
Commissioners present: Mike Nelson, Elaine Roundy, Connie Reid, Brian Dick; Eric Feiler; and the secretary, Peg Smith. Tom Barlow, Five Counties Planner, was present to facilitate the General Plan discussion. Over 30 members of the public attended.
Mike brought the meeting to order at 7:21 p.m. He postponed approving the minutes of the last meeting until 1/26, and he reminded the audience to submit ideas and/or artwork for a new General Plan logo. He introduced Tom Barlow, who was going to facilitate the discussion and gather the comments for the General Plan.
Discussion
Tom described the General Plan as a guideline created by citizen input. It is written and then recommended to town by the Planning Commission; the Town Council will move to adopt it as written, or with amendments. State law requires each municipality to maintain a General Plan.
As a means of obtaining citizen input, Boulder Town Planning Commission conducted an opinion survey during summer 2004. The Planning Commission turned over all the surveys to Tom for compilation. He quantified the responses and also copied written comments verbatim, all of which were captured in his summary report. Tom had initially presented this summary report to the Town Council last spring; he repeated his presentation for the benefit of this meeting.
After describing the survey, Tom began a read-through of the first six sections of the Plan, inviting comment. Tom will edit the Plan, inserting additions and noting deletions. The items that elicited the most discussion during the evening were the need to define "cottage industry," refine differences between RV parks and campsites, and better define the relationship between Boulder and federal/state agencies.
The secretary will post a copy of the vision statement on the town bulletin board. In the meantime, following is the current vision statement:
“The primary objectives of the community are (l) to preserve the ranching and farming business of the area and the rural spirit of Boulder and (2) to preserve the open space, clean air, and quiet country-style atmosphere that our families have enjoyed for over 100 years. In addition to these primary objectives, Boulder desires to remain economically sound by promoting commercial and cottage industry growth on a small scale.” (from section 5-1, Community Goals, Vision Statement)
Copies of the General Plan can be obtained from the Town Clerk, or by contacting Tom Barlow at the Five County Association of Governments in Panguitch. The General Plan will also be posted on the web as a pdf file (requiring Adobe Reader to view) at http://www.boulderutah.com/town/, and clicking on General Plan. The next discussion will start with Chapter 7, Land Use.
Eric moved to adjourn the meeting, with Brian seconding the motion. Mike adjourned the meeting at 9:00 p.m.
