Appeal Authority Meeting
January 18, 2006, 7:00 p.m.

Board members and alternates present: Mark Nelson, Don Montoya (alternate for Bob Brems), Jeff Sanders; Sergio Femenias took notes for Peg Smith, who was absent.

Mark called the meeting to order at 7:00 p.m. Loch Wade and Larry Ripplinger were absent.

Dec 21 Minutes
Mark requested a correction to the 12/21/05 minutes to clarify the wording of Loch's motion regarding procedures for handling appeal/variance questions from applicants. The procedure initially defined in the 11/7/05 minutes would indicate that conversations between board members and applicants regarding an application are OK. The board had decided during the 12/21/05 meeting that such conversations are not acceptable, and that the board members should remain isolated as much as possible from questions and requests for information; staff members (Town Clerk, Zoning Administrator, Appeals Secretary, or Staff Consultant) should handle such calls or requests. Don Montoya moved to approve the December 21 minutes with that correction, Jeff Sanders seconded the motion, and all approved.

Discussion
Board members had been asked to suggest revisions to the Appeals and Variances application forms and instruction sheets. Don Montoya brought his version of a revised Appeal Application; Jeff Sanders brought his version of both an application for appeal and an application for a variance. Mark managed the discussion on the drafts resulting in two draft forms to be distributed before the next meeting on February 1.

Actions
Don Montoya and Jeff Sanders will rewrite the Boulder Town Appeals Authority Application for Variance and Application for Appeal initial drafts incorporating the modifications agreed upon in the meeting. The drafts will be reviewed by board members, by legal staff, and by the Zoning Administrator before being sent to the Boulder Town Council.
Don moved to adjourn the meeting; Jeff seconded the motion. Mark adjourned the meeting at 9:30 p.m.
